The second study is the uncomfortable one and it's had the least coverage.

29,724 students aged 15 and over were surveyed. 28% of the 15 to 17 year olds had gambled in the previous twelve months, in a country where it's illegal for them to do so at all. For the over-18s it was 39%.

The regulator was careful to say the sample isn't representative of all minors or all vocational students, so it isn't a national participation rate. But 28% of an under-age sample is not a rounding error either.
 
28% of minors but only 39 of adults? that's a smaller gap than i would expect for something completely banned for one group
makes me think the ban is not doing much work
 
I've spent twenty minutes looking for that and I can't find a UK figure that matches what you've described, or a source it could have come from.
That doesn't mean it's wrong. It means I can't stand behind it and I'd rather say so than let it sit here uncontested next to numbers that are sourced. If you can find where you saw it I'll happily look.
 
Worth weighing what these three actually are before anyone builds too much on them. Account study is strong. Fifteen thousand real accounts, actual behaviour, no self-reporting, and it produced a finding that contradicted the regulator's own hypothesis, which is usually a sign nobody was steering it.
The student survey is large but self-reported and the regulator itself says it isn't representative. 3rd one interviewed fifty people and did depth interviews with twenty-four of them. That's qualitative work. It tells you what the pathway can look like. It can't tell you how common it is, and it will get quoted as though it can.
 
It's a different kind of one. Fifty won't give you a percentage, but it's how you find out what to measure in the first place. Scratchcard finding is a good example. Nobody was counting that. You only get to it by sitting down with people and asking how it started.

whats regulator going to do with it anyway? they say no new law no fine, just developing policy. developing policy means nothing happens for 3years then a small thing happens
 
still thinking about the christmas eve thing honestly. so i called my mum bout it and she laughed and said everyone did that. which is sort of what the study says isn't it..
