That's probably true and it doesn't make the rule worse.
Regulators publish the popular thing in the same year as the unpopular thing because that's how institutions behave. It doesn't tell you whether the popular thing works.
 
go and change it tomorrow when it updates. and the one that doesn't say, ask them in writing

ok finaly i checked all four of mine this morning since its live today. two have changed it properly, it says deposit limit and the wording underneath spells out gross. one still says spend limit with no explanation of anything. the fourth looks identical to yesterday
so either they're pushing it later today or somebody hasn't done it
 
they've had eleven months and an extension and were giving em till now
 
mines changed and i genuinely didn't notice until i came back here and looked. i've been logged in twice this morning. walked straight past it
that's the bit nobody plans for. you can put the right button on the page and people like me will not see it
